New housing chief

Assistant Chief Joanne Jaffe, former commanding officer of the First Precinct who also served in the Ninth and 13th Precincts, was promoted last week to chief of the Housing Bureau, making her the highest ranking female officer in NYPD history.

The former Housing Bureau chief, Douglas Zeigler, became chief of the Organized Crime Control Bureau.

Chief Jaffe began her Police Department career in 1979 on patrol in the 75th Precinct in Brooklyn. In addition to commanding the First Precinct, she had commanded the 19th and 33rd Precincts in Manhattan. Just prior to her promotion she was head of the Office of Management Analysis and Planning. She has a bachelor’s degree in criminal justice and a master’s in forensic psychology from John Jay College and is a graduate of the Federal Bureau of Investigation National Academy.
